The Reserve Bank of India on Friday imposed a penalty of Rs 25 lakh on Punjab and Sind Bank for non-compliance with certain provisions of directions on ‘Cyber Security Framework in Banks’.

The state-owned bank had reported a few cyber incidents to the RBI on May 16 and 20, 2020, the central bank said while giving details.

“Examination of the incident reports and the report of the forensic analysis of the said incidents revealed, non-compliance with aforesaid directions,” it said.

The RBI issued a show-cause notice to the bank.

“After considering the bank’s reply to the show-cause notice, oral submissions made during the personal hearing and examination of further clarifications/ documents furnished by the bank, RBI came to the conclusion that to the extent the charges of non-compliance with RBI directions were substantiated, it warranted imposition of monetary penalty,” the central bank said.

Meanwhile, a penalty of Rs 1 lakh on the Nagar Sahkari Bank Limited, Etawah for contravention of certain regulations, including the one on ‘Income Recognition, Asset Classification, Provisioning and Other Related Matters – UCBs’.

In both cases, the RBI said the penalty is based on the deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by them with their customers.

LIC Housing Finance cuts interest rates to 6.66%

LIC Housing Finance Ltd (LICHFL) has cut its home loan interest rate from 6.90 per cent to 6.66 per cent under a special limited period offer. This interest rate is applicable for home loans up to ₹50 lakh for salaried individuals. This is probably the lowest home loan interest currently being offered by any lender.

The housing finance company, in a statement, said new borrowers whose loans are getting sanctioned till August 31, 2021 will be eligible for the special offer provided the first disbursement is availed on or before September 30, 2021.

LICHFL said the rate of interest offered is linked to the borrower’s creditworthiness, as reflected by their CIBIL scores. “At 6.66 per cent, LIC Housing Finance Ltd has offered its lowest ever rate of interest on housing loans with a maximum tenure of 30 years,” the company said.

MD and CEO Viswanatha Gowd added, “…Considering the impact of the pandemic, we wanted to offer an interest rate that would help in uplifting the overall sentiments and aid more individuals to fulfil their dream of owning their own house. “We hope that this reduction in home loan interest rate will further boost customer confidence and help in early revival of the sector.”

Currently, State Bank of India (SBI) offers home loans at interest rate starting from 6.70 per cent. Lenders such as HDFC and Kotak Mahindra Bank offer home loans at interest rates starting from 6.75 per cent. Kotak Mahindra Bank is quoting special interest rate of 6.65 per cent for balance transfers.

Directive on unclaimed maturity proceeds of TDs

The Reserve Bank of India (RBI) on Friday said unclaimed maturity proceeds of term deposits (TDs) with banks will attract the rate of interest as applicable to savings account or the contracted rate of interest on the matured TD, whichever is lower.

This directive comes in the backdrop of TD rates of some of the small finance banks being higher than savings bank (SB) rate (on deposits above ₹1 lakh) in the less than one-year and above five years maturity buckets.

Hitherto, if a term deposit matures and proceeds are unpaid, the amount left unclaimed with the bank shall attract interest rate as applicable to savings deposits.

But after reviewing its “instructions on interest on overdue domestic deposits”, the RBI said: “it has been decided that if a TD matures and proceeds are unpaid, the amount left unclaimed with the bank shall attract rate of interest as applicable to savings account or the contracted rate of interest on the matured TD, whichever is lower.”

At G-Sec auctions, bid at yields closer to the prevailing secondary market level: RBI to PDs

The Reserve Bank of India (RBI) is understood to have asked primary dealers(PDs) to bid at Government Security (G-Sec) auctions at yields closer to the prevailing secondary market level.

This comes in the backdrop of some PDs bidding at higher yields (or quoting lower price) to buy G-Secs at auctions at a time when the government borrowing programme for FY22 is huge at ₹12.10 lakh crore.

Currently, the central bank is undertaking G-Sec Acquisition Programme (G-SAP) as well as special open market operations to keep the yields under check.

So, the central bank expects PDs, whose primary role is to support the Government’s market borrowing programme and improve the secondary market liquidity in G-Secs, to bid accordingly as they get a fee for their underwriting commitment at G-Sec auctions.

Cost of borrowing

Market players say if yields quoted by bidders at G-Sec auctions are higher than the prevailing secondary market yields, the RBI either devolves the auction on PDs or rejects all the bids. This ensures that the Government’s cost of borrowing does not go up.

Meanwhile, on a review of market conditions and market borrowing programme of the government, RBI has decided that the benchmark securities of 2-year, 3-year, 5-year, 10-year, 14-year tenors and floating rate bonds (FRBs) will be, henceforth, be issued using uniform price auction method.

For other benchmark securities — 30-year and 40-year — the auction will continue to be multiple price-based auction, as hitherto.

In a uniform price auction, all the successful bidders are required to pay for the allotted quantity of securities at the same rate at the auction cut-off rate, irrespective of the rate quoted by them. In a multiple price auction, the successful bidders are required to pay for the allotted quantity of securities at the respective price/ yield at which they have bid.

At the weekly G-Sec (GS) auction,the RBI devolved about 95 per cent of the notified amount of ₹11,000 crore the Government wanted to raise through the 2026 G-Sec (coupon rate: 5.63 per cent) on PDs.

Greenshoe amount

The auction of three other papers — Government of India FRB 2033 (notified amount: ₹4,000 crore), 6.64 per cent GS 2035 (₹10,000 crore) and 6.67 per cent GS 2050 (₹7,000 crore) — sailed through. In fact, RBI accepted greenshoe amount of ₹2,500 crore in the case of GS 2035.

In the secondary market, yield on the devolved 2026 G-Sec went up about 5 basis points to close at 5.75 per cent(previous close:5.70 per cent), with its price declining about 21 paise to close at ₹99.49 (₹99.70).

Bond yields and price are inversely related and move in opposite directions.

Share of upgraded listed debt issues at a three-year high for ICRA and Crisil in Q4 FY21: FSR

The share of upgraded listed debt issues was at a three-year high for two rating agencies while the share of downgraded listed debt issues in total outstanding ratings fell in the fourth quarter of 2020-21 as against previous quarters.

This was revealed by the Financial Stability Report, July 2021 of the Reserve Bank of India.

“On an aggregate basis, the share of downgraded listed debt issues in total outstanding ratings declined significantly during the fourth quarter of 2020-21 vis-à-vis earlier quarters, while the share of upgraded listed debt issues was at a three-year high for both ICRA and CRISIL,” the FSR said.

For ICRA, upgraded and re-affirmed listed debt issues was 99.8 per cent in the fourth quarter of last fiscal while downgraded and suspended issues were 0.2 per cent. This is in contrast to just 88 per cent upgraded and re-affirmed listed debt issues in the fourth quarter of 2019-20.

Similarly, in the case of Crisil upgraded and re-affirmed listed debt issues was 99.9 per cent in the March 2021 quarter versus 91.2 per cent in the fourth quarter of 2019-20.

For Care Ratings too, upgraded and re-affirmed listed debt issues had risen to 95.2 per cent in the fourth quarter of 2020-21 as against 78 per cent in the same period in the previous fiscal.

“Out of the rating downgrades during the fourth quarter of 2020- 21, the share of the NBFC and housing finance company sectors as well as banks and financial services went down significantly as compared to the preceding quarter,” the FSR further noted.

In the quarter ended March 31, 2021, the rating downgrades for NBFCs accounted for 11.1 per cent of the overall downgrades in the quarter as against 28.6 per cent in the December 2020 quarter.

The share of banks, financial services in rating downgrades was nil in the March 2021 quarter versus 11.9 per cent in the previous quarter.

The power sector had the largest share of rating downgrades in the March 2021 quarter at 38.9 per cent as against 38.1 per cent in the previous quarter.

Mswipe is looking to transform into a full digital bank for small merchants by offering them more focussed products.

“We should be looking at a digital bank focussed on small merchants and try to cover the merchant ecosystem to the best of our ability. We should be a one stop shop for whatever the merchant needs relating to payment and finance starting from a payment terminal, QR or terminal. We will also look at how to help them with their business with inventory management, lending, buy now pay later platform that is more focussed on the merchant’s requirement,” said Ketan Patel, CEO, Mswipe.

Mswipe, which is a financial services platform for MSMEs, had announced Patel’s appointment on July 1.

Mswipe also aspires to be an NBFC and hopes to have its own license in the next three to six months. At present, it dispenses loans through partners. It has also created a hybrid credit score with Equifax for MSMEs.

“This is the first step to lending from our own books,” he said. Patel said payments will continue to be the core focus of Mswipe but it will also look at other engagement opportunities with merchants. The company is in talks to enable merchants to offer insurance to customers as well as micro ATMs.

“We want the terminal to create new revenue opportunities for the merchant. They can sell small ticket insurance such as two wheeler and health using the POS terminal. This will be an additional revenue item for them,” he said.

Similarly, the merchant can offer micro ATMs to dispense cash and earn additional revenue, Patel said.

Mswipe has about 6 lakh merchants as of now and targets to have over 10 lakh merchants over the next three years. At present, it is the largest independent mobile POS merchant acquirer and network provider with 6.75 lakh POS and 11 lakh QR merchants across the country.

As Amazons and Googles line up expansion in financial services in India, the Reserve Bank of India has expressed concerns over their presence.

Big Tech is a term used for the five most dominant information technology firms in the world —Google, Amazon, Facebook, Apple and Microsoft—that have market capitalisation ranging between $1 trillion and $2 trillion, each.

“Big Techs offer a wide range of digital financial services…of several advanced and emerging market economies. While this holds the promise of supporting financial inclusion and generating lasting efficiency gains, including by encouraging the competitiveness of banks, important policy issues arise. Specifically, concerns have intensified around a level playing field with banks, operational risk, too-big-to-fail issues, challenges for antitrust rules, cybersecurity and data privacy,” RBI said in its Financial Stability Report.

Big techs present at least three unique challenges. First, they straddle many different (non-financial) lines of business with sometimes opaque overarching governance structures. Second, they have the potential to become dominant players in financial services.

Third, big techs are generally able to overcome limits to scale in financial services provision by exploiting network effects. it said. Interestingly, the RBI concern comes at a time when the government is engaged in a tussle with the companies over media rules.

For central banks and financial regulators, financial stability objectives may be best pursued by blending activity and entity-based prudential regulation of big techs. An activity-based approach is already applied in areas such as anti-money laundering [AML] /combating the financing of terrorism; an activity-based approach is the provision of cloud services, where minimising operational and in particular, cyber risk is paramount, it said. Furthermore, as the digital economy expands across borders, international coordination of rules and standards becomes more pressing, it said.

Growing Big Tech clout

Facebook, Apple, Google and Amazon are leveraging their huge user bases to push their financial services. With consumer user data at hand, these companies can use it to curate personal financial products for them. which entered Indian fintech market in 2016 with Amazon Pay, has taken several strides. It has partnered ICICI Bank to issue credit cards, become a part of the Indian government’s payment network through the Amazon Pay UPI, launched insurance services, and entered into the digital gold space.

Google has partnered Wise and Western Union to enter the $470 billion remittance market under which Google users in the US can send money in Inda.

Digital India: Paytm sets aside ₹50 crore for reward program

Edelweiss Group divests stake in Edelweiss Gallagher Insurance Brokers

Edelweiss Group on Friday announced the divestment of its 70 per cent stake in Edelweiss Gallagher Insurance Brokers Ltd (EGIBL).

“Gallagher, who previously held 30 per cent in the business, will now be acquiring all the remaining shares, taking its stake to 100 per cent,” it said in a statement, adding that the transaction is subject to approvals by the Insurance Regulatory and Development Authority of India.

In a regulatory filing, Edelweiss said the transaction is likely to be completed within 10 months.

A total of 37 lakh equity shares of ₹10 each representing 70 per cent of the paid up share capital of EGIBL will be sold for a consideration of ₹307.60 crore, in one or more tranches, it further said.

“In addition to the sale consideration, the company will also be entitled to receive a deferred contingent consideration based on the future revenue of EGIBL, in the manner set out in the Agreement,” it further said.

“This acquisition of the remaining shares of EGIBL will help enable a deeper integration with Gallagher’s global operations, helping scale up the business significantly,” Edelweiss Group further said, adding that it will also give clients access to a larger suite of insurance products and services.

The business will rebrand to Gallagher in the coming months.

Edelweiss Group will focus on growing its life and non-life insurance businesses.

Gallagher and Edelweiss entered into a partnership in May 2019. EGIBL offers general insurance solutions and operates across four areas of corporate, affinity and association, reinsurance and global and digital solutions.

“We believe in doing what is right for the business and the customer and integrating the business with Gallagher will give it a global edge and achieve our objectives. It also provides us with the flexibility to reallocate capital and invest in scaling up our fast-growing life and non-life insurance businesses, making this a win-win for both of us,” said Rashesh Shah, Chairman, Edelweiss Group.
