Following discussions took place in the pre-bid meeting: –

1. Shri Markandeya Chaturvedi, AGM apprised the vendors about the possible instance/ situation that if all the vendors quote same discount rate, then the Vendor who has first quoted the said rate in the MSTC portal will be declared the H1 bidder. It was also explained to them that the decision to award the contract to any bidder in above situation rests with the Regional Director, Lucknow.

2. The significance of negative sign in the discount rate column (price bid) of MSTC portal was apprised to the vendors by the Official from MSTC Shri V.N.Singh. He said that the MSTC portal is designed w.r.t. L1 bidders, so a negative sign is put in the discount column.

3. Shri Alok Singh from M/s Apollo Pharmacy and Dr. Krishna Kumar from M/s Sagar Distributors enquired whether list of medicines will be shared with them before placing the bid or not. AGM, CES informed that they will confirm with Central Office (CO) and share the details with vendors at the earliest.

4. Shri Utkarsh Parolia from M/S Sheel Pharmaceuticals enquired whether FDR can be taken in place of Bank Guarantee or not as mentioned in RFQ document. AGM, CES informed that as of now, there is no such provision.

5. Shri Varun Anand from Truemed Chemists and Druggists enquired about the helpline number of MSTC. The MSTC representative Shri V N Singh provided his contact details and MSTC, NRO helpline number.

6. Shri Alok Singh from Apollo Pharmacy enquired about the portal fees charged by RBI. In reply to the question, Shri V N Singh, MSTC, explained to the vendors that the fees required for E-tendering process is charged by MSTC portal and not by RBI.

7. Representative of M/S Sheel Pharmaceuticals enquired whether GST certificate will be provided by the end of financial year or not. AGM, CES replied that the same will be confirmed from the concerned section.

8. The representative from M/S Sagar Distributors enquired that in case they are not selected for the said contract whether EMD will be returned to them or not. AGM, CES responded whether the contract goes to the vendor or not, the EMD deposited by the vendors will be returned.

9. AGM, CES informed the vendors that they have been empanelled for the period April 2021 to March 2024 and advised them to comply to the guidelines and terms and conditions mentioned in the RFE and RFQ documents.

10. AGM, CES and MSTC representative advised all the vendors present at the meeting not to wait for the last date for quoting their respective price bids to avoid any last-minute issues.

2. Shri V Jayaraj, Assistant General Manager welcomed the participants to the meeting and invited queries, if any, from the prospective bidders regarding the captioned tender. Shri Suresh Kumar R Nair, AM (Tech) explained various aspects of the tender which need to be taken care of in their bids. Queries put forth by the representatives and clarifications given by the Bank are tabulated below:

Whether there is exemption from paying EMD for MSME vendors? Bank is providing EMD exemption for MSMEs for works with estimate up to Rs 10 lakh. Since the estimate for the captioned work is Rs 27 lakh, such exemption is not applicable.
Validity and Value of Performance Bank Guarantee. Para 5 of Section II of tender may be referred to. After virtual date of completion the system shall be under initial warranty period of three years. A performance Bank Guarantee of 10% of the contract value has to be submitted to cover the three years. Thereafter, the system shall be under Comprehensive Annual Maintenance Contract (CAMC) with the contractor for five years. For due fulfilment of obligations towards CAMC, Bank Guarantee of 5% of the contract value valid for five years shall be submitted.
During the Warranty period and Comprehensive Annual Maintenance Contract Period, whether the contractor has to bear costs for repair/replacement of defective components? Para 11 of Section II of tender may be referred to. The contractor has to bear all costs for repair/replacement of defective components of the fire alarm system except for the existing cabling.
Whether rates to be quoted are inclusive of taxes? The rates quoted must be inclusive of all taxes.
Payment release against supply of materials at site. As mentioned in clause 16 of Section II of the tender, 60% of the quoted rates on pro-rata basis shall be paid against delivery of materials after checking at site and submission of test certificates from Original Equipment Manufacturer and submission of Bank Guarantee for 20% of contract value (Quoted amount), valid till scheduled date of completion of the work.
Whether AMC timings mentioned in the tender are relaxable? Considering the operational requirements of the Bank, the Comprehensive AMC timings as per clause 11 of Section II of the tender shall be strictly adhered to.
Is one client certificate sufficient? Client certificates for all qualifying works have to be submitted.

3. Shri V Jayaraj, Assistant General Manager thanked all participants for attending the meeting. He also added that further queries, if any, about the tender can also be clarified from the section and advised the bidders to complete the exercise early and avoid last minute references. The meeting came to an end at 11.45 am.

2. 3. Participants raised a query about categorization of manpower (in terms of skilled / semi-skilled / unskilled) to be deployed and sought clarification on the same to enable prospective bidders to have clarity before quoting manpower charges in financial bid. Experience & qualification of manpower to be deployed is clearly mentioned at 1.1.1 (i) of the tender document, and manpower requirement is mentioned in para 2.4 (b) of the tender document.

Further, the cooking and serving staff must be different from the cleaning and maintenance staff.

4. The participants requested to change the requirement mentioned in para 1.1.1 (b) of carrying out “similar work” for minimum one-year duration in last 02 years to minimum one-year duration in last 03 years. Keeping in view the pandemic, the requirement under para 1.1.1 (b) of the tender document has been amended. Accordingly, “the bidder should have carried out similar works for minimum one-year duration in last three years”.
5. Query on EPF and ESI. EPF and ESI (%) should be applied on whole of basic wage amount.
6. Entries in the price bid. All entries in the price bid must be in whole number, not in decimal. The entries in price bid cannot be NIL. Bids having NIL entries are liable to be rejected.
7. Query raised on para 1.1.1 (d) and 1.1.1 (g) in connection with office within Odisha and Bank account in any scheduled bank branch in Odisha.

The bidder requested that in case they are awarded the tender, they will open a branch at Bhubaneswar and also a bank account in any scheduled bank branch in Odisha

The Registered office or Branch office of the service provider must be located within the Jurisdictional area of Odisha. And the bidder should have Bank account in any scheduled bank branch in Odisha. The bidder not satisfying above criteria will be rejected.
8. Query on Experience certificate The authenticity of experience certificate will be verified by the Bank.
9. Query on OHSAS 18001 OHSAS 18001 or any updated equivalent safety standard certificate would be accepted.

The Pre-Bid meeting for the captioned work was conducted as per schedule on August 31, 2021 – 11:00 AM at Conference Hall-III, Third Floor, Reserve Bank of India, Chennai. The minutes of pre-bid meeting is as under:

The quantity of item No 16 i.e. addressable relay has been revised to 19 Nos. Further the item shall be read as “MODULES: Addressable Relay Modules: Supply, Installation, Testing and Commissioning of Addressable Relay Modules for AHUs and Control Dampers etc”.

Accordingly, quantity has been revised in price bid.

2 Hostile area smoke detectors with filter system to remove particles at least 25 microns is more complicated and the same is not available in any brand except Vesda Systems which is very costlier. It has been decided to delete the item No 06. from the scope of the work. Vendors are requested to make a note and not to quote for this item.

Accordingly, quantity has been revised in price bid.

3 Revision in quantity of item Nos 4 i.e. Multi sensor detector below false ceiling: Supply Installation testing and Commissioning (SITC) of Intelligent Addressable type multi sensor detector below false ceiling (Photo + Fixed Temp. + Rate of Rise Temp.) with base for use as heat or smoke or combined both automatic electronic addressing, microprocessor type with operating temperature from -20⁰C to + 60⁰C. Detector shall have auto learn, drift compensation etc. It shall be UL / EN approved. The quantity of item Nos.04 has been revised from 500 to 525 Nos as per site requirement.

Accordingly, quantity has been revised in price bid.

4 Cables used for Fire Alarm System is in serviceable condition or not? Existing fire alarm system is in operation and hence cables connected are in serviceable condition. 5 How many loops are available in existing system? There are 4 loops in the system installed for MOP and 2 loops in Annex building panel. 6 False Ceiling Clearance shall be given at a time for entire building or department wise? It will be given in a phased manner. However, Bank’s engineer will coordinate the work and provide required assistance, wherever needed. 7 EMD exemptions will be extended to MSME vendors or not? There are no exemptions. The EMD shall be submitted as per the tender provision. 8 Warranty for the system shall be provided for full life period for the system (8 years)? DLP period is one year from the date of handing over the system and CAMC period is for 7 years after DLP of one year. 9 Number of services to be carried out during DLP and AMC period? Please refer clause 17(a) of tender Part I. 10 Requested to include makes other than mentioned in the Tender? Advised to quote only for the makes as indicated in the tender. 11 Instead of 8 Loops in single panel whether integration of two separate panels are allowed? Not allowed. Single panel with minimum 8 loops is accepted as per tender. 12 Display system shall have minimum of 640 characters or not? It is informed by the vendors that display system differ from one manufacturer to other. Therefore, display as per manufacturer standard is acceptable to the Bank. 13 Whether the battery backup is required for the hooter also? Yes, battery shall have sufficient capacity for the fire alarm system for not less than 30 minutes in alarm condition and at least 60 hours in normal condition. 14 Make of the Digital Heat Sensing cable? UL / EN listed make is allowed. 15 Whether the make of Beam Detector is of the same brand of the fire alarm system? Approved brand as mentioned in the tender is accepted. 16 Requested for Plan/Drawing for the building? The same will be provided to the L1 bidder during the execution of the work. 17 Whether FAS should be complied with latest version (7th edition) of UL 864? UL 864 – 6TH edition or above is acceptable. 18 Any additional cabling will be paid separately or not? Cables are measured and paid as per actuals. 19 Payments terms – against delivery of material is 60% of the contract amount is not adequate. As requested by the tenderers and considering the current pandemic situation the following terms of payment is considered.

a. 75% of the quoted rate pro rata against receipt of the material at site and on submission of the documents as mentioned in the tender.

b. 25% of the quoted rate against Erection, Testing, Commissioning and Handing over the system to the Bank and on submission of the Bank Guarantee as per the tender clause.

The Department of Economic & Policy Research, Reserve Bank of India (hereinafter referred to as ‘’ the Bank ’’ or ‘’ DEPR ’’) invites e-Tenders from eligible tenderers for providing of Concurrent Auditors for the period October 01, 2021 to September 30, 2022 for audit of DEPR Cluster, subject to the terms and conditions of this Tender. The contract will be valid for a period of one year from 1st October 2021 to 30th September 2022 and is extendable on an yearly basis for a maximum of two more years, subject to satisfactory performance/service rendered by the Tenderer.

The Tendering will be done through the e-Tendering portal of MSTC Ltd. (https://www.mstcecommerce.com/eprochome/rbi). Interested tenderers must register themselves with MSTC Ltd through the above-mentioned website to participate in the tendering process.

Tender document can be downloaded from both the RBI website www.rbi.org.in under tender section and www.mstcecommerce.com. Any Amendment(s) / Corrigendum / Clarification(s) with respect to this Tender shall be uploaded only on the RBI website / MSTC e-portal and will not be published in the newspaper. The Tenderer should check the above website / e-portal for any Amendment / Corrigendum / Clarification before submitting the bid. The Bank shall have the right to cancel, modify the Tender and extend the deadline for submission of Tender. Further, the Bank reserves the right to accept any Tender, either in full or in part and to reject any or all the Tenders without assigning any reason thereof.
