Digital financial services platform Paytm has launched Postpaid Mini, an extension of its Buy Now, Pay Later service, to drive affordability amongst those new to credit.

The small-ticket instant loans will give flexibility to users to maintain liquidity during the Covid pandemic. This service has been launched in partnership with Aditya Birla Finance Ltd.

With the launch of Postpaid Mini, the company will offer access to loans ranging from ₹250 to ₹1,000, in addition to Paytm Postpaid’s instant credit of up to ₹60,000. This will enable users to pay for their monthly expenses, including mobile and DTH recharges, gas cylinder booking, electricity and water bills, shop on Paytm Mall and more, according to the company.

Bhavesh Gupta, CEO, Paytm Lending, said in a statement: “We want to help new-to-credit citizens start their credit journey and develop financial discipline. Through Postpaid we are also making sincere attempts to help drive consumption in the economy. Our new Postpaid Mini service helps users manage their liquidity by clearing their bills or payments on time.”

Paytm eyes $3-billion IPO

With this service, Paytm Postpaid is offering a period of up to 30 days for repayment of loans at 0 per cent interest. There are no annual fees or activation charges, only a minimal convenience fee.

Through Paytm Postpaid, users can pay at online and offline merchant stores across the country. Paytm Postpaid is currently available in over 550 cities in India.

Paytm extends deadline for shareholders to submit documents for share sale to June 30

Digital payments and financial services firm Paytm has extended the deadline for shareholders, employees and former employees to submit their documents by June 30, if they wish to sell their shares in the planned initial public offering of the company.

One97 Communications, which operates services under the Paytm brand name, is planning an initial public offering of its equity shares which is contemplated to include a fresh issue of equity shares by the company and an offer-for-sale of equity shares by the existing shareholders of the company.

In a notice to its shareholders Paytm said, “in the interest of providing additional time to our shareholders, due to the on-going situation, to process all the documentation shared and dispatch them to us, we are extending the last date to submit documents for participation in the Offer from June 22, 2021 to June 30, 2021.” The equity holders had expressed concern about inability to meet the timeline of June 22, for submission of requisite documents, as per the notice.

Ownership pattern

Paytm shareholders include Alibaba’s Ant Group (29.71 per cent), Softbank Vision Fund (19.63 per cent), Saif Partners (18.56 per cent), Vijay Shekhar Sharma (14.67 per cent). AGH Holding, T Rowe Price and Discovery Capital, Berkshire Hathaway hold less than 10 per cent stake in the company.

Paytm has plans to raise up to ₹12,000 crore by issuing fresh equity for which it will seek shareholder’s nod in an Extraordinary General Meeting (EGM) on July 12.

The company will also seek approval to declassify Paytm founder and managing director Vijay Shekhar as a promoter at the EGM.

Paytm will seek shareholders’ approval to authorise Sharma, Paytm president and group chief financial officer Madhur Deora, chief financial officer Vikas Garg and company secretary Amit Khera to be authorised to execute and deliver any and all other documents, papers or instruments, issue and provide certificates and carry out all activities required for the proposed offer.

According to a Bernstein report published on May 27, Paytm revenue may double by the financial year 2023 to over ₹7,000 crore with the non-payments segment contributing around 33 per cent to the overall kitty.

“With increased financial discipline and targeted strategic investments, Paytm is on track to break even in 12-18 months,” the report said.

One97 Communications, which is the parent company of Paytm, has called for an extraordinary general meeting on July 12 ahead of its planned initial public offering.

The company plans to raise ₹12,000 crore through a fresh issue of shares, which will be taken up at the EGM.

Proposal to declassify CEO

A proposal to declassify Paytm founder and CEO Vijay Shekhar Sharma as the promoter will also be taken up at the EGM. Sources said this is being done to meet SEBI norms.

The meeting is also expected to discuss the issue of employee stock options as part of the IPO.

The Articles of Association of the company are also likely to be amended.

A Paytm spokesperson declined to comment on the development.

Fintech major Paytm is planning to go public by the end of the year around November or December through an IPO. It is hoping to file its draft red herring prospectus (DRHP) by July and has already lined up merchant bankers for the issue.

In-principle approval

The company, which is backed by SoftBank Group, Berkshire Hathaway Inc and Ant Financial, has already received an in-principle approval from its board of directors for the IPO.

MUMBAI: With payments major Paytm‘s board reportedly approving a bumper share sale plan running north of Rs 22,000 crore, the IPO market is set for a big days as over a dozen financial services players, including fintechs, are set to mop up over Rs 55,000 crore this fiscal from the market, according to investment bankers.

With more than a dozen insurance, asset management, commercial banking, non-banks, microfinance, housing finance and payment bank players already filing draft documents with the market regulator Sebi for public offerings, the financial services sector is set to dominate the primary issues or initial public offerings (IPOs) over the coming months.

Some of those who have already filed the draft red herring prospectus (DRHPs) with the Sebi include Aadhar Housing Finance (Rs 7,500 crore), Policy Bazaar (Rs 4,000 crore), Aptus Housing Finance (Rs 3,000 crore), Star Health Insurance (Rs 2,000 crore), Aditya Birla Sun Life AMC (Rs 1,500-2,000 crore) Arohan Financial Services (Rs 1,800 crore), Fusion Microfinance (Rs 1,700 crore), Fincare Small Finance Bank (Rs 1,330 crore), Tamilnad Mercantile Bank (Rs 1,000-1,300 crore), Medi Assist (Rs 840 crore) and Jana Small Finance Bank (Rs 700 crore), among others.

And the board of the biggest payments bank Paytm has reportedly cleared an over Rs 22,000 crore IPO. Together, these financial services companies are set to garner around Rs 55,000 crore from the public.

If materialised, the Paytm issue will be the largest IPO ever in the country, eclipsing the hitherto largest issue — the Rs 15,000-crore share sale by the government in national miner Coal India in October 2010, says investment bankers seeking not to be quoted.

Investment bankers and analysts consider the IPO boom to be reflective of the ongoing bull run and thus advice retail investors to be cautious while parking money in new companies.

V K Vijayakumar, chief investment strategist at Geojit Financial Services in Kochi, said the performance of the IPO market usually has a strong correlation to the performance of the secondary market.

“If the stock market is bullish, it attracts a large number of investors into IPOs. Particularly, new investors lured by high potential profits, get attracted to new offers and the IPO market has always done well during market booms, Vijayakumar told .

Rupen Rajguru, head of equity investments and strategy at global wealth management firm Julius Baer in Mumbai, concurs and cautions retail investors to study the valuations very carefully before investing as the market is a but over-heated now.

“The current IPO market buoyancy is expected to continue into the next few quarters. IPOs are in fact playing on the financialisation of savings theme, which is a big structural shift in the country,” Rajguru told .

He said Julius Baer at the global level is “bullish on India as it considers it to be one of the preferred emerging markets after China”.

Though stating that the present bull market provides a favourable setting for IPOs, Vijayakumar also cautioned retail investors to be careful while applying for IPOs as some of the recent IPOs got listed at a huge discount to the tune of 30-40 per cent below the issue price. Kalyan Jewellers and Suryoday Small Finance Bank are even now quoting at a discount to the issue price, he said.

“Promoters and merchant bakers have a responsibility to price the issue reasonably to leave something on the table for retail investors. Aggressive pricing will be damaging to all,” Vijayakumar warned.

Pointing out that even good issues will be impacted by an adverse market, he said since markets are overvalued now, there is a possibility of a sharp correction. If IPOs are to sail through even under difficult market conditions, the pricing has to be right, he said.

Apart from traditional financial services players, several digital payment and fintech players are also planning to tap the IPO market.

Digital payments major Paytm’s board has approved a proposal to raise over Rs 22,000 crore from IPO, while online insurance platform Policy Bazaar is also looking to float a Rs 4,000-crore offering, industry sources said.

Two small finance banks — Jana SFB and Fincare SFB — have also filed their draft papers with the markets watchdog. While Fincare is planning to mop up Rs 1,330 crore through public offering, Jana is looking to raise around Rs 700 crore.

Aditya Birla Sun Life AMC, the largest non-bank sponsored AMC, is looking to go public with Rs 1,500-2,000 crore offering. With an AUM of Rs 2.7 lakh crore, this is among the top five asset managers and will become the fourth AMC to get traded on the domestic bourses.

From the insurance sector, there are two IPOs – Westbridge Capital and billionaire investor Rakesh Jhunjhunwala-backed Star Health & Allied Insurance, and the largest health benefits administrator Bengaluru-based Medi Assist TPA.

Medi Assist filed IPO papers last month to raise around Rs 840 crore and it will be the first IPO by an insurance TPA (third-party administrator), while Star Health is firming up a Rs 2,000 crore issue.

Private equity firm Blackstone-backed Aadhar Housing Finance and Chennai-based Aptus Housing Finance are also looking to raise Rs 7,500 crore and Rs 3,000 crore respectively through IPOs.

Microfinance players like Arohan Financial Services, Fusion Microfinance and digital debt platform Northern Arc are also looking to hit the IPO market.

The southern Tamil Nadu-based old generation private sector lender Tamilnad Mercantile Bank is also planning a Rs 1,000-crore issue before the end of the calendar year, according to sources.

New Delhi, Paytm is on track to break even in 12-18 months with increased financial discipline and targeted strategic investments, investment research firm Bernstein said in a pre-IPO primer.

According to reports, Paytm is aiming to raise about $3 billion in an initial public offering (IPO) late this year, which could be the country’s largest debut ever.

The startup, backed by investors including Berkshire Hathway, Softbank and Ant Group, plans to list in India in November around Diwali.

Paytm, formally called One 97 Communications, is targeting a valuation of around $25 billion to $30 billion, as per reports.

“Paytm has come a long way from a simple digital wallet business to an integrated payments ecosystem. We believe the next stage of growth will be led by financial services, particularly delivering seamless credit tech products to consumers and merchants.

“With increased financial discipline (rare in the hyper-competitive payments space), Paytm is on track to break even in 12-18 months. We expect Paytm to continue being the largest payments and fintech ecosystem in India,” Bernstein said in its report.

Paytm has realigned its payments strategy around merchant payments leadership. Paytm’s beneficiary UPI market share (a proxy for merchant receipts) is rising month-on-month and was 16 per cent in April, the report said.

“Combine that with its digital wallet, merchant acquiring and online merchant payments, Paytm has a total throughput of $52 billion in FY21, up 33 per cent year on year,” it added.

Paytm’s credit tech vertical is likely to lead the next wave of revenue growth.

“We expect Paytm’s revenue base to double by FY23 to $1 billion with non-payments revenue contributing 33 per cent,” Bernstein said.

Paytm has crossed the proof of concept stage on consumer credit tech and merchant credit tech. Early disbursal numbers have been strong, rising month-on-month with strong bank and NBFC funding partners. Broking business with Paytm Money has also got off to a strong start, the report said.

Digital financial services platform Paytm has announced that users in Kerala can now pay their electricity bill 24×7 on the platform.

The company has also announced an assured reward on every bill payment. Users paying the electricity bill for the first time on the platform will get a guaranteed cash back of up to ₹50.

A company spokesman said Paytm is a pioneer in electricity bill payments and has partnered with over 70 electricity boards across the country to serve millions of users in this segment.

Reminders through SMS

To bring more convenience to its users, it has recently enhanced its UI for electricity bill payments that takes less than a minute to complete a transaction. Users need to simply choose their State and service provider, enter their bill number or customer account number and then make that payment. The payment is instant, and users get a receipt on completion of bill payment. Paytm also reminds about the due date for payments through SMS and in-app notifications.

Paytm, which has a 20 million-strong merchant base, is seeing more businesses extensively accepting payments online. Since April 2020, it has witnessed a massive surge in digital payments for electricity bills as more people avoid venturing out, standing in queues and, most importantly, touching cash in the Covid situation.

WhatsApp Pay remains in the slow lane four months since November launch

There has also been little marketing buzz around the payment feature and, not to forget, a majority of WhatsApp’s 400 million-strong user base in India lacks access to it.

Unified Payments Interface (UPI) transactions through WhatsApp remained tepid in March, four months since the feature went live for 20 million users on the messaging app. Despite early predictions that payments via the messaging app would explode once the feature went live, WhatsApp accounted for only 0.02% of UPI volumes and 0.01% of transaction value.

Industry executives FE spoke to said that the limited number of transactions might be attributable to the fact that the Facebook-owned company may not have begun implementing its plans for payments. “They haven’t quite given it a push, at least not yet,” a senior executive with a private bank said on condition of anonymity.

What this means is that they have not aggressively started acquiring merchants to enable peer-to-merchant (P2M) transactions. There has also been little marketing buzz around the payment feature and, not to forget, a majority of WhatsApp’s 400 million-strong user base in India lacks access to it. The company does have about 15 million users on its WhatsApp for Business app, designed specifically for the kirana shop owner. In 2019, the company released catalogues for shop owners to showcase their products to their customers and in 2020, it added more new features to the business app.

An email seeking a response from WhatsApp India on its payments strategy remained unanswered till the time of going to press. In December, the company had announced its plans to enable the sale of “sachet-sized” health insurance products through its platform. The messaging giant is also running pilots in the areas of micro-pension, edtech and agritech, said Abhijit Bose, head of WhatsApp India, speaking at Facebook’s Fuel for India event.

While State Bank of India (SBI), HDFC Bank, ICICI Bank and Axis Bank are WhatsApp’s partners in payments, in the pension and insurance space, the company would be partnering with pinBox Solutions, HDFC Pension Management Company and SBI General Insurance. “WhatsApp has proactively been working on several pilots to help ensure that every adult has access to the most basic and critical financial livelihood services through their mobile device. By the end of this year, we expect that people will be able to buy affordable sachet-sized health insurance through WhatsApp,” Bose had said, adding that the company is also working on pension services for the informal sector in India.

In February 2018, when WhatsApp had gone for a beta launch of its payments facility for 1 million of its 230 million users, Credit Suisse had said that the feature could lead digital payments “to explode” and grow the size of the market to US$1 trillion over a five-year horizon.

In March 2021, PhonePe led the UPI market, processing 44% of all transactions on the channel and crossing the 1 billion-transaction mark during the month. It was followed by Google Pay and Paytm.

RBI raises Paytm, wallet accounts limit to Rs 2 lakh; opens RTGS, NEFT connectivity with payment operators

The Reserve Bank of India would now allow RTGS and NEFT connectivity with non-bank payment system operators, paving way for UPI interoperability. Along with this, the RBI also increased the maximum balance per customer for payments banks to Rs 2 lakh per individual from Rs 1 lakh earlier. “This facility is expected to minimise settlement risk in the financial system and enhance the reach of digital financial services to all user segments,” RBI Governor Shaktikanta Das said after the first bi-monthly Monetary Policy Committee meeting of this financial year.

Centralised payment systems such as RTGS and NEFT, operated by the RBI, was so far restricted to only banks with a few exceptions. RBI today announced that it is proposing to enable non-bank payment systems like PPIs, card networks, White label ATM operators, among others to take direct membership in the central bank run RTGS and NEFT. 

RBI had earlier in October 2018 issued guidelines for adoption of inter-operability on a voluntary basis for full KYC PPIs. “As migration toward inter-operability has not been significant, it is now proposed to make inter-operability mandatory for full KYC PPIs and for all payment acceptance infrastructure,” the RBI Governor said. To incentivize the same, RBI will increase the outstanding limit of such PPIs to Rs 2 lakh from the Rs 1 lakh limit earlier. The central bank said that it will issue a separate circular for the changes announced.

Further, in an attempt to incentivised people to carry less cash and consequently perform more digital transactions, RBI has also proposed to allow the facility of cash withdrawal, for full-KYC PPIs of non-bank PPI issuers.

RBI enhances maximum balance limit for payments banks to Rs 2 lakh, BFSI News, ET BFSI

The Reserve Bank of India with a view to strengthen financial inclusion has enhanced maximum balance limit for payments banks.

Currently the limit on maximum end of day balance of Rs 1 lakh per individual has been increased to Rs 2 lakh from immediate effect.

The RBI said, “Based on a review of performance of payments banks and with a view to encourage their efforts for financial inclusion and to expand their ability to cater to the needs of their customers, including MSMEs, small traders and merchants, it has been decided to enhance the limit of maximum balance at end of the day from ₹1 lakh to ₹2 lakh per individual customer.”

RBI will soon issue a separate circular on the same.

ETBFSI had earlier reported that Payments banks had previously demanded to increase the deposit limit to Rs 5 lakh as major challenge for the payments banks was that there we no major takers as the limit of Rs 1 lakh was really low and merchants and customers didn’t wanted to go ahead to a bank with limitations.

The business model of payments banks have been a tough one to crack as the central bank didn’t allow them to offer credit nor accept higher deposits.

In 2015, In 2015, RBI granted a license to 11 Payment Banks. These 11 banks included Aditya Birla Nuvo, Airtel Payments Bank, Cholamandalam, India Post Payments Bank (IPPB), Fino Payments Bank, National Securities Depository Limited, (NSDL), Jio Payments Bank, Sun Pharma group by Dilip Singhvi, Paytm Payments Bank, Tech Mahindra, and Vodafone M-Pesa.

3 out of 11 payments banks — Cholamandalam, Tech Mahindra, and Sun Pharma had surrendered their license before even starting a business. After a successful launch and operating in the space, Aditya Birla Payments Bank also surrendered its license.

Currently, Fino Payments Bank, Paytm Payments Bank, India Post Payments Bank, Airtel Payments Bank, Jio Payments Bank are actively operating in this space.
