India’s loan market has doubled in the last five years — fiscal 2017 to 2021 — to Rs 156.9 lakh crore, according to a report.

“Over the last five years, retail, microlending and commercial lending portfolios have witnessed an increase by 91%, 157% and 93%, respectively. Retail and commercial lending contribute 49% each to total lending in India and microfinance contributes to 2% of the overall lending pie,” CRIF High Mark, a credit bureau, said its How India Lends, FY 2021 report.

The loan matrix

The overall personal loans portfolio witnessed 2.3X growth in originations by value and 3.8X by volume from FY17 to FY21 while the same for small-ticket personal Loans is 3X growth in originations by value and 11.5X by volume, it said

Credit Cards witnessed 2.4X growth in New Card originations from FY17 to FY20 followed by a drop in FY21.

Auto loans

Two-wheeler loan books saw 1.8X growth in originations by value and 1.2X growth in originations by volume.

Auto loans portfolios recorded 23% growth in originations by value from FY17 to FY19 followed by a de-growth in FY20 and FY21.

For the same period, home loans portfolio observed 32% growth in originations by value and 15% growth. Affordable Home loans grew by 17% in originations by value and 6% by volume

Business loans witnessed 17% growth in originations by value from FY17 to FY20, followed by almost 2X Y-o-Y growth in originations by volume from FY20 to FY21.

IndusInd bank thought they had securities even as legal notices were ignored, BFSI News, ET BFSI

Repeated requests, follow ups and legal notices slapped on Karvy Stock Broking Ltd (KSBL) did not help IndusInd Bank since 2019 in ensuring repayment of Rs 137 crore loan taken from them.

“The bank tried its best to get clarity on the repayment schedule or the status of repayment. Despite repeated oral remainders and calls to C Parthasarathy, no reply was forthcoming as to when the repayment will be made,” IndusInd Bank told police at the time of lodging the complaint.

“On some occasions they assured the bank that they will pay on time and even at this stage they confirmed that security was available to cover the bank’s exposure,” the bank said.

Later, the bank served demand notices to KSBL and Parthasarathy saying that they repay the dues in five days. At this stage, the bank was under the impression that they are secured since they have sufficient collateral in the form of pledged securities to recover the outstanding dues.

But IndusInd bank got a rude shock after SEBI in November 2019 took action against KSBL, and IndusInd bank knew they had no collateral left as a surety. Finally, IndusInd bank approached Hyderabad police detective department.

PN Vasudevan, MD & CEO, Equitas SFB, talks about the impact of Covid second wave on collection efficiency. However, he believes that the impact is not going to be long term or structural. Edited excerpts:

It has been a relatively better quarter in a very tough environment and this is on account of the second wave of the Covid-19 pandemic but NIMs have improved compared with the last quarter and operating profit has also improved. There is some stress can you take us through the performance that you have seen?
Yes, I mean we all know that most of the first quarter was really under lockdown because of the wave-2 and people were not able to go out, customers were not able to open their shops, so it was definitely a lot of stress period during this period. Unlike last year, the level of health impact was much higher even though the time period of the wave was so much shorter but the health impact was higher so people were definitely not to take any risk of going out during that time. So, all that did have its impact on our business and collections.

On top of that, this year RBI had announced restructuring program but they had not announced a moratorium period. In our case most of our borrowers are small business people, who when they open their shop, make money and they repay the loans, when they cannot open their shops there is very little that they actually can do. Last year, because of moratorium they were not moved into NPA, they just went under moratorium but this year, since there was no moratorium they either had to pay or ask for a restructuring or their DPD just keeps moving up so that was the scenario this year. We did see an increase in NPA, we went up from 3.6 to 4.6% and we did see a slippage of about 375 crores which was lower than the previous quarter, but still one of the highest that we have seen in the past but very significantly what we have to see, is the level of upgrades. We had an upgrade of nearly about 150 crores.

Can you give us the sense of what the slippages and the recoveries are going to be over the next couple of quarters, I know it is going to be hard to predict but quite a few of the financiers that we have spoken to have said that stress continues in the segments that you operate in?
So, historically our annual slippages have been in the range of around 3-4%, that has been historically our trend of slippages and recoveries used to be around 2%-2.5%. This year, this first quarter we had a spike in the slippage, but we also had a good strong recovery upgrade also happening. So, going forward into the second and the subsequent quarters of the current financial year, we believe that we are mostly through with our wave-2 impact on the books. We have rescheduled about 900 crores between first quarter and July and we have also indicated that we might have a potential restructuring of another between 500 to 700 crores for the rest of the year.

I think mostly the stressed customers should have been fully supported and taken care of and provided for. So, we do not really expect much of slippages like what we saw in the first quarter, we do not really expect that to continue in the second and the subsequent quarters while the upgrades should keep the momentum going because the quality of NPA is much better than what it has normally traditionally been and so we do expect better upgrades but the slippages should significantly come down going forward.

Want to talk about your book and your approach to growing the book, a lot of companies have taken a very cautious stance in light of the current scenario. What approach are you going to take?
If you look at our client profile, most of them are small business people and practically all of them are first time borrowers in the formal financial sector. We have been dealing with this segment of people now for more than 11 years. So, we understand the segment very well and we have a very strong cash flow based credit assessment program which is running on the ground and so we can take a very nuanced call in terms of the credit decision for this profile of borrowers. We are very comfortable with our customer segment. These stresses that we are seeing are all definitely an event triggered temporary kind of a disruption. We do not see it as a structural or a long term kind of an issue in the market or at the customer profile segment. We should continue to be looking to pursue growth as and when the market opens up and supports our operations on the ground.

So, we are not really going to take a call in terms of cutting back or pulling back for fresh disbursement or anything like that. These customers have proven their track record with us for over 10 years and so that is a very strong indication of the quality of these borrowers. So we will continue to keep looking for opportunities to disburse whenever the market is conducive. In terms of credit growth, I think last year we had a 15% credit growth, this year should probably be slightly better than that.

Your liability franchise has been one of the best compared to the other small finance banks, you have strong deposit momentum as well as your CASA ratio is best at 40%. What has actually led to this strong performance here?
Liability has been silver lining in terms of our performance for the last few quarters not just the last one. It has come about, because of a lot of initiatives which were taken by the team and put in place over the last may be six quarters or so. Offering 7% rate for certain buckets of savings pool is just one of them, it is not the only. You know we have put in multiple channels to reach out to specific set of customers. Our NRI segment is doing really well, we had more last year into our VRM channel, that is virtual relationship manager channels, we are now providing a relationship manager service to a set of depositors at a level–where there have not been services through our RM channel in the other banks.

We are able to do that on cost effective basis through our VRM channel and our map book on the high net worth individuals also has been growing very strongly. So, we have improved and increased our product offerings and range to depositors. Today, our product holding of more than two product per client is in the range of around 70% of our depositors, so there have been multiple efforts done and to top up all of this is our digital foray which we commenced last year in the month of Jan-Feb.

We have launched our Selfe savings account programme, where people can open an account online in a matter of a few minutes and that has been doing well and then we had a tie up with the fintech company also about few months back, adding further momentum to the whole CASA story.

One of the factors that the street has been keenly watching is the merger of Equitas holdings and Equitas Small Finance Bank. Can you take us through what we can expect and how this is going to take place?
So, we have got an approval from RBI that we are to apply for the merger before the end of our five year period. Our five year ends on 4th of September this year, we had a board meeting last week and the board of both the companies have approved the merger with the swap ratio of 226 shares of the bank for every 100 shares of the holding company held by the shareholders of the holding company. So, the applications have been made to the stock exchanges and RBI and we need to get the RBI approval, we need to get the exchanges approval, we also need to get the SEBI approval and once we get all these approvals, then we would have to apply to NCLT and then convene shareholders meeting and shareholders’ approval will be taken and subsequently NCLT will have to approve, so all of these approvals we believe could take about an year’s time. We can bring this entire merger process to your completion by then and the shareholder of the holding company when we went public in 2016, we had made it clear right then also that at the end of five years, the hold co. will seek to merger of the bank because we never intent that the hold co. will do any business of its own and so continue to exist independently. We had always indicated that as our way forward and I think today what we are doing is really a culmination of that process and hopefully we should be able to deliver on the promise that we have made in our 2016 IPO of the hold co.

Can you take us through what is your overall growth strategy over the next three to five years also is there an intent to convert to a universal finance bank?
You know we are eligible to apply as per RBI guidelines, we are eligible to apply for a universal bank licence at the end of five years. As I mentioned, we will be completing five years by 4th of September this year, and post that the board will take a call and subsequent approval by the board, we should be applying to RBI for converting into universal bank. We really do not know exactly what will be the procedure that will be followed, so we are probably the first finance bank which will be seeking conversion into universal bank, so we will have to figure out how the process will work.

We really do not have an idea in terms of how long it will take etc. but be that as it may, as far as the bank is concerned, whether we are a universal bank or small finance bank, I do not see any particular change in our strategy or positioning at all. Our focus on the different profile of borrowers will continue to remain exactly where it is, we have built a very strong strength in funding and in understanding the credit capabilities and collection mechanisms of the low income group, so, our focus will continue to remain on that and we will continue to build on our strength that we have built over the last 10-12 years. Over a three year-five year period, if you look at it we should be continuing to grow at around 20-25% growth, that is something that we should continue to look at going forward on a sustainable basis. Historically, we have seen as high as 35 percent growth. Even if we get the licence of universal bank, I do not think that is going to change the focus of our business.

Google updates policy for personal loan apps; adds new norms for India, Indonesia

Google has updated its financial services policy for developers to include clarifications related to personal loan apps, as also new requirements for such apps in India and Indonesia.

“We’re updating the Financial Services policy to clarify the definition of the total cost of the loan and require all personal loan apps be properly tagged under the Finance category. We are also adding new requirements for personal loan apps in India and Indonesia,” Google said on its support page.

The changes will be effective from September 15, 2021.

As per the policy, “Apps that provide personal loans, including but not limited to apps which offer loans directly, lead generators, and those who connect consumers with third-party lenders, must have the App Category set to “Finance” in Play Console.”

The apps will have to disclose a range of information in the app metadata including minimum and maximum period for repayment, the maximum annual percentage rate (APR), which generally includes interest rate plus fees and other costs for a year, or other similar rate consistent with local law.

“A representative example of the total cost of the loan, including the principal and all applicable fees,” explains the policy.

The apps will also be required to include a privacy policy that “comprehensively discloses the access, collection, use and sharing of personal and sensitive user data”.

Google publishes first transparency report in accordance with the new IT Rules

Google also specified additional requirements for personal loan apps in India and Indonesia. Apps must complete the additional proof of eligibility requirements in these countries.

In India, such apps will have to complete the personal loan app declaration, and provide documentation to support their declaration. For instance, for platforms licensed by the Reserve Bank of India (RBI) to provide personal loans, they must submit a copy of their licence for review.

Platforms not directly engaged in moneylending, and only facilitating lending by registered non-banking financial companies (NBFCs) or banks, will have to accurately reflect this in the declaration.

They must also ensure that the developer account name reflects the name of the associated registered business name provided through their declaration.

Google in January this year had reviewed hundreds of personal loan apps in India and removed those that violated its policies.

The tech giant’s crackdown comes a day after the RBI announced that it has set up a working group to study all aspects of digital lending activities by both regulated and unregulated players, in a bid to put in place an appropriate regulatory approach.

Fast growing gold loans turn sour hit by lockdowns, BFSI News, ET BFSI

High yielding advances against gold jewellery, once the hottest loan product for banks, have turned sour this year as collections are affected due to the lockdown in the first quarter. Kerala-based Federal Bank and CSB Bank, besides large private sector lenders such as ICICI Bank, have seen slippages increase from this portfolio.

Although lenders say the pain is transitory, the second quarter is crucial for this portfolio to not become a big source of NPAs.

Banks for which gold loans contribute substantial amount to their profits, were hit in the first quarter. Out of the Rs 640 crore slippages that Federal Bank saw during the quarter, Rs 86 crore was from gold loans or linked to the product as a result, the bank’s gross NPAs rose to 3.50% of advances, up from 2.96% a year.

Similarly, Federal Bank’s smaller peer CSB Bank’s gross NPAs rose to 4.88% in June 2021 from 3.51% a year earlier due to the rise in NPAs from the gold loan business. Out of the Rs 435 crore of new NPAs during the quarter, Rs 361 crore was from gold loans including reversal of interest for the bank where gold loan makes up 38% of its assets.

Gold loans were the pain point even for larger lenders like ICICI which reported fresh slippages of Rs 6773 crore from its retail book out of which Rs 1123 crore were from such loans.

Analysts said the rise in delinquencies reflects the challenges banks faced in loan collections and also the cash flows issues faced by gold loan borrowers most of whom are micro entrepreneurs.

“There is also the impact of the fall in gold prices since last year which has made lending a little more risky. The fall in gold prices means that the strong growth that we saw in this portfolio last fiscal may slow down this year as banks will be more cautious,” said Prakash Agarwal, head financial institutions at India Ratings & Research.

Gold prices have fallen from a peak of Rs 52,827 per 10 grams in August 2020 to Rs 47,640 per grams now, though it is higher than the Rs 44,739 per 10 grams reported in March 2021. The rise in gold prices had also prompted the Reserve Bank of India to increase the loan to value ratio (LTV) to 90% from 75% in August. The LTV has since been restored to 75% from April.

Bankers however said despite the recent hiccups gold loans continue to be a well performing portfolio which can be built over the long term.

“We still believe in this portfolio and will continue to build it. There is no need for any caution. We are confident that as things improve both demand for loans and recovery of will improve. Already we are seeing an increase in recovery and we continue to expect growth in this fiscal year,” said CVR Rajendran, CEO at CSB Bank.

The growth though is going to be slower than the 61% growth the bank recorded in the fiscal ended March 2021. The banking system itself had recorded a 82% growth in fiscal 2021.

Bankers said the high yields and low risk offered by gold loans make it a winning product. CSB Bank for got a 11.50% quarterly yield in March 2021.

“In good times or bad gold loans are always a good product to have. Out NPAs in the segment is 0.20% which is very low with average loan to value (LTV) of about 80%. The loans at LTV of 93% are in single digits; so it is a very small portion,” said Shyam Srinivasan, CEO at Federal Bank.

NABARD wants state to speed up implementation of bank’s scheme, BFSI News, ET BFSI

BHOPAL: National bank for agriculture and rural development (NABARD) wants the state government to speed up implementation of the schemes funded by the bank in MP.

Chairman of the bank GR Chitala said that almost half of the state’s cooperative bodies also need improvement. Talking to media here on Thursday, Chitala sighted the examples of the states of Andhra Pradesh and Tamil Nadu for implementing the NABARD schemes.

He has been on a six days’ visit to the state where he would Dewas and Indore also where the bank has funded many schemes. Talking about the state of affairs of the cooperative banks in the state, he hinted that 50 % of them need improvement in functioning.

He said that of 4800 cooperative banks in the state, almost half of them need technical upgradation for better and efficient functioning of the cooperative sector . He said that about 38 % of farmers did not have Kisan credit cards in the state and there are a variety of reasons.

“ Which is why a large number of farmers have not been able to get benefits of the government’s scheme”, he said Replying to a query on the NABARS’s help to the state , Chitala said it has disbursed Rs 55759 crore towards crop Loan covering more than 71 lakh farmers during the last few years in MP.

RBI raises loan limit to Directors on bank boards to Rs 5 cr, BFSI News, ET BFSI

Mumbai, The Reserve Bank of India (RBI) has raised the limit of loan that can be given by banks to a Director on the board of a bank to Rs 5 crore from the previous cap of Rs 25 lakh.

In a circular issued on Friday, the central bank said that unless sanctioned by the Board of Directors or the Management Committee, banks should not grant loans and advances aggregating Rs 5 crore and above to any relative other than spouse and minor or dependent children of their own Chairmen and Managing Directors or other Directors. Same would be the rule in terms of relatives of Chairman or Managing Director or other directors of other banks.

Further, any credit facility given to the Directors and relatives of Directors have to be sanctioned by the appropriate authority in the financing bank, and the matter has to be reported to the board, it said.

Board approval would be required for loans given to major shareholders of the bank, or his relatives, where the shareholder holds more than 10 per cent in the bank.

There have been instances in the past wherein existing Directors allegedly misused their position to grant loans to favour their family members, as in the case of the former ICICI bank MD & CEO Chanda Kochhar who is alleged to have misused her official post to grant a massive Rs 3,250 crore loan to Videocon.

Allegedly, the loan was part of a quid pro quo arrangement under which Venugopal Dhoot invested Rs 64 crore in Chanda Kochhar’s husband’s NuPower Renewables.

Economic recovery is underway but credit growth remains tepid: Deepak Parekh

HDFC Ltd Chairman Deepak Parekh on Tuesday expressed confidence that the country’s macroeconomic fundamentals are strong and recovery is underway.

“Owing to the second wave, the Indian economy is likely to mirror a similar trend seen in 2020-21, where the first half of the financial year is weaker and the second half is significantly stronger,” Parekh said at the annual general meeting of HDFC Ltd.

However, while parameters such as foreign exchange reserves and capital markets are strong, he underlined that key laggard remains overall credit growth which continues to remain tepid.

Parekh also said the inherent demand for home loans continues to be strong and even in commercial real estate, most companies have not given up on their office space in the pandemic.

He also noted that there are segments of real estate with immense potential to grow.

“With the e-commerce boom, demand for real estate is coming from warehousing and fulfilment centres,” he said, adding that with the build-up of digital infrastructure, demand for data centres have increased.

The demand for housing has also continued to be strong after the easing of the national lockdown and was for both affordable housing and high-end properties.

“Asset quality has been challenging for non-individual loans at a systemic level. the corporation has always been prudent in identifying loans where there could be stress and has adequately provided for such loans,” Parekh further said.

RBI warns of stress build-up in consumer credit, BFSI News, ET BFSI

The pandemic and its fallout on the economy has made consumer lending riskier for banks even as it has been the only sector to help banks keep their loan books afloat at such times.

The delinquency rates for such loans are going up particularly for private sector banks and NBFCs during the pandemic warned the Reserve Bank of India‘s latest financial stability report. At the same time the second wave has also affected demand for such loans with a steep fall in demand in April , it said.

The Reserve Bank’s latest Financial Stability Report notes that the delinquency rates for consumer credit in private sector banks doubled from 1.2 per cent in January 2020 to 2.4 per cent in January 2021. While for NBFCs it went up from 5.3 per cent to 6.7 per cent in the same period. Overall consumer credit deteriorated after the loan moratorium programme came to an end in September 2020.

“While banks and other financial institutions have resilient capital and liquidity buffers, and balance sheet stress remains moderate in spite of the pandemic, close monitoring of MSME and retail credit portfolios is warranted.” the report said.

Consumer credit includes home loans, loans against property, auto loans, two-wheeler loans, commercial vehicle loans, construction equipment loans, personal loans, credit cards, business loans, consumer durable loans, education loans and gold loans.

The overall demand for consumer credit in terms of inquiries had stabilised in Q4’2020-21 after a sharp rebound during the festive season in Q3’2020-21 after the first COVID-19 wave receded. But the second wave, however, has sharply affected credit demand, with a steep fall in inquiries across product categories in April 2021. Growth in credit-active consumers- consumers with at least one outstanding credit account- and, outstanding balances, however, remains sluggish compared to the previous comparable period. For unsecured loans, the fastest-growing category in this segment, for example, fell from 39.4 per cent in January’20 to 6.5 per cent in FY’21. For home, which accounts for a major chunk of this segment, the growth rate of credit-active consumers slowed from 12.03 per cent to 0.3 per cent during the period.

On a positive note, loan inquiries are more from better-rated borrowers. “Loan approval rates remain healthy as the risk tier composition of inquiries shows a distinct tilt towards better-rated customers.” the central bank‘s report said.
