Mumbai, HDFC Bank on Saturday said it has deployed mobile ATMs across India to assist customers during the lockdown.

“At restricted, sealed areas, the ‘Mobile ATMs’ will eliminate the need for general public to move out of their locality to withdraw cash,” the bank said in a statement.

“During the lockdown last year, HDFC Bank successfully deployed mobile ATMs in over 50 cities and facilitated lakhs of customers in availing cash to meet their exigencies.”

Accordingly, customers can conduct over 15 types of transactions using the ‘Mobile ATM’, which will be operational at each location for a specific period.

The ‘Mobile ATM’ will cover 3-4 stops in a day.

“We hope our mobile ATM will provide a great support for people who want to avail basic financial services without having to venture far from their neighbourhood,” said S. Sampathkumar, Group Head – Liability Products, Third Party Products and Non-Resident Business at HDFC Bank.

“This service will also be of great help to all the healthcare workers, and other essential service providers who have been working tirelessly to combat the pandemic.”

EPF gets 4.11 crore new subscribers between 2017-21

More than 4.11 crore new subscribers joined the Employees Provident Fund (EPF) scheme during the last three and a half years, while about 4.87 crore got enrolled in the Employees State Insurance (ESI) scheme, according to the National Statistical Office (NSO).

The NSO said in a release of data of formal employment sectors from 2017 to 2021 that more than 24 lakh people opted for the New Pension Scheme (NPS) of the government in the same period.

In February 2021, around 11.58 lakh new members joined the Employees’ State Insurance Corporation (ESIC). In January this year, about 11.78 lakh joined the scheme from Government and organised sectors of employment. Soon after the first lockdown, in June last year, the ESIC saw about 8.87 lakh new enrollments. It was 4.89 lakh in May and 2.63 lakh in April in the same year during the lockdown period.

But in July, the enrolments came down to 7.63 lakh and later increased to 9.5 lakh in August. 11.58 lakh workers enrolled in September and 12.11 lakh in October 2020.

In the EPFO, 12.37 lakh workers registered in February and 11.95 lakh in January of this year. Between September 2017 to February 2021, the EPFO saw around 4.11 crore new subscribers. In the NPS, 58,250 joined in February 2021. The scheme has 64,40,628 subscribers as of now.

An informal economy is a biggest challenge for lockdown in India, say Experts, BFSI News, ET BFSI

As many states in India seem to be heading for a total lockdown, the World Bank chief economist Carmen Reinhart has opined that less extreme forms of lockdown can work in a country like India, sparking a debate on their efficacy.

While some favour total lockdown because it can protect lives, others think that a lockdown would destroy livelihoods and thus lives.

A lockdown was necessary to help India develop its healthcare infrastructure to deal with the Covid-19 crisis. Now that is in place along with treatment protocols, there is no need for another lockdown, opine many.

World Bank view

“I think in countries like India, a very big challenge to the lockdown approach has been the informal sector, she told ET.

There are ways of addressing, perhaps less extreme forms of lockdown that allow for some flexibility. But vaccines alone have to still be supplemented with health emergency measures, she said, adding “I have no doubt that that is still the case. And I do think the big challenge remains the tension between needing to work for survival and the tension of containing the pandemic.”

“The informal economy has been and continues to be a big challenge for India but I would say vaccines alone, at this stage, don’t do it. You still need the other protection mechanisms of social distancing and the like,” she said.

Lancet Commission

The Lancet Covid-19 Commission India Task Force has not recommended a blanket national or state lockdown, as opposed to localized, phased restrictions or closures.

Its report said the experience of the past year has shown that economic closures are most disruptive to the poorest sections of the society. In urban areas, daily wage earners, informal sector workers, and low-skill workers are the most likely to be impoverished from disruptions in economic activities.

Yet, experience from other countries has shown that lockdowns do assist in bringing down transmission rates.

Middle approach

A middle ground approach will be needed in India. “We recommend that in areas of high infection rates, the focus is on breaking the chain of transmission through local actions. We recommend that advisories be issued that strongly encourage anyone that can to remain at home (white collar workers, for example, who can work from home) to do so”, the report said.

“We also recommend that venues that host large congregations should be closed, and activities that encourage large gatherings should be banned”, it added. But restrictions on the movement or work of the working urban and rural poor should be minimized and locally determined through the creation of micro-containment zones in high case-load areas.

Localised trends

Decisions on local lockdowns or curfews are best left to local authorities and must be based on localised trends in epidemiological data (transmission, test positivity rates, hospitalisation, and mortality rates). These decisions should be made after in-depth consultations with local businesses, community leaders, and workers associations.

More importantly, extra care needs to be taken in terms of testing and vaccinations to ensure that workers are protected and are safe during this current phase of the pandemic, the report said.

The central government take

Union Health Secretary Rajesh Bhushan had written to Maharashtra Chief Secretary Sitaram Kunte stating that the state’s focus should be on strict and effective containment, not the imposition of a lockdown.

“Measures such as night curfews, weekend lockdowns, have very limited impact on containing/ suppressing the transmission. Hence the district administration should focus on strict and effective containment strategy,” Bhushan wrote.

HDFC Bank Q4 net profit up 18.2%

Private sector lender HDFC Bank reported an 18.2 per cent increase in its standalone net profit to Rs 8,186.51 crore for the quarter ended March 31, 2021 led by robust growth in its net interest income.

Its net profit was Rs 6,927.69 crore in the fourth quarter of 2019-20.

The bank’s net profit for 2020-21 rose by a similar 18.5 per cent to ₹ 31,116.5 crore from Rs 26,257.32 crore a year ago.

However, on a sequential basis, HDFC Bank’s net profit fell by 6.5 per cent from Rs 8,758.29 crore in the October to December 2020 quarter.

The bank’s net revenue increased by 16.4 per cent to ₹ 24,714.1 crore for the quarter ended March 31, 2021 from ₹ 21,236.6 crore a year ago.

Net interest income grew by 12.6 per cent to Rs 17,120.2 crore for the fourth quarter of the fiscal from ₹ 15,204.1 crore in the corresponding period in 2019-20. This was driven by advances growth of 14 per cent, and a core net interest margin of 4.2 per cent.

Other income grew by 25.9 per cent to ₹ 7,593.9 crore in the fourth quarter of 2020-21 from ₹ 6,032.6 crore in the corresponding quarter ended March 31, 2020.

Provisions and contingencies

Provisions and contingencies for the quarter ended March 31, 2021 increased by 24 per cent to ₹ 4,693.7 crore in the fourth quarter of the fiscal as against ₹ 3,784.5 crore for the quarter ended March 31, 2020.

“The bank also continues to hold provisions as on March 31, 2021 against the potential impact of Covid-19 based on the information available at this point in time and the same are in excess of the RBI prescribed norms,” HDFC Bank said in a statement on Saturday.

It held floating provisions of ₹ 1,451 crore and contingent provisions of ₹ 5,861 crore as on March 31, 2021. Total provisions (comprising specific, floating, contingent and general provisions) were 153 per cent of the gross non-performing loans as on March 31, 2021.

NPA

Gross non-performing assets were at Rs 15,086 crore or 1.32 per cent of gross advances as on March 31, 2021, as against 1.38 per cent (proforma approach) as on December 31, 2020 and 1.26 per cent as on March 31, 2020. Net non-performing assets were at 0.4 per cent of net advances as on March 31, 2021 versus 0.36 per cent a year ago.

The bank’s total Capital Adequacy Ratio was at 18.8 per cent as on March 31, 2021.

Rupee plunges to 9-month low of 75.05 against the dollar

The rupee depreciated further on Monday to cross 75 against the dollar mark, spooked by the likely adverse impact of the second wave of Covid-19 pandemic on economic recovery and unfavourable effects of surplus liquidity in the financial system.

The currency unit opened at 74.97 to the dollar, about 24 paise weaker against the previous close. The rupee crossed the 75 mark for the first time in about nine months, depreciating to a low of 75.145. Intra-day, it also tested a high of 74.78. It closed weaker at 75.055 to the dollar, down about 33 paise over the previous close of 74.73.

CARE Ratings, in a report, observed that the Reserve Bank of India’s policy of providing even more liquidity to the system through the Government Securities Acquisition Plan, though positive for the bond market (where yields have softened by 5-8 basis poinys), is not so for the currency.

“There is now excess liquidity of ₹7-lakh crore in the reverse repo basket and there will be an infusion of ₹25,000 crore on the 15th of this month. So much liquidity in the system is not good news for the rupee…,” CARE said.

Deutsche Bank to lend ₹600 crore to NCDC

Leading German lender Deutsche Bank AG will lend €68.87 million (nearly ₹600 crore) to the National Cooperative Development Corporation (NCDC), a development finance statutory institution under the Ministry of Agriculture and Farmers’ Welfare, for financing farmer co-operative initiatives in the country.

The loan agreement between Deutsche Bank and NCDC is expected to be signed on Tuesday in presence of Agriculture Minister Narendra Singh Tomar and other dignitaries.

“It is for the first time a German bank is coming forward to lend us ₹600 crore, which may seem less as compared to the ₹3,000 crore exposure we have to Sumitomo Mitsubishi Bank of Japan.

“But I am confident this would also grow to that level or go beyond that, considering European banks are normally very aggressive,” NCDC Managing Director Sundeep Nayak told BusinessLine.

According to him, the agreement with Deutsche Bank would be operational immediately. Nayak said the funds will be used mainly to support NCDC’s activities around Farmer Producer Organisations (FPOs). Along with NABARD and Small Farmer Agri-Business Consortium, NCDC is the lead agency for 10,000 new FPOs which will be set up over the next few years in the country.

“In Germany too, co-operatives have played a big role in setting up vibrant sustainable businesses. In India, 94 per cent of farmers are part of at least one co-operative, he said. Explaining further about NCDC’s support to the co-operative sector, Nayak said the corporation has extended loans up to 16 billion Euros ( ₹1,42,880 crore) to co-operatives of various sizes since 2014.

With efficient lean structure and net zero NPA, the NCDC has been able to compete with other financial institutions working in the co-operative sector much more efficiently, he claimed.

NCDC would also sign a memorandum of understanding with Kolkata-based Indian Chamber of Commerce on Tuesday. Through this pact, the ICC will help FPOs sell their produce to private sector as well as create capacity building for finding an export market, Nayak said.

Smart ways to compound your debt investment returns

Money managers and financial advisors, when pitching financial products to you, love to cite Einstein on compounding being the eighth wonder of the world. Then, they do their best to convince you that if you want to benefit from compounding, you should be maxing out your equity investments. But if you give it a bit of thought, debt investments often turn out to be more predictable compounders of wealth for Indian investors, than equities.

Steadier compounding

In equities, your returns come in fits and starts. You may make a 30 per cent return one year, lose 15 per cent of it in the second year and gain back 10 per cent in the third year. But such zig-zag returns from stock prices don’t really make for steady compounding of your money.

So, when equity fans praise the magic of compounding, what they’re really talking about is owning great companies that manage secular profit growth, reinvest it in their business at high rates of return and thus deliver high earnings compounding, which eventually leads to stock price returns. But then very few companies manage to achieve such earnings consistency in real life. To identify them, you’ve got to be extremely skilled or very lucky.

When you take the mutual fund or index route to equities, your compounding happens at a much lower rate, depending on your timing and staying power. A rolling return analysis of the Nifty50 Total Return Index over the last 20 years tells us that there have been quite a number of occasions (13 per cent of the times) when the Indian market has delivered a less than 7 per cent CAGR to investors with a five-year holding period. Even a 10-year holding period doesn’t guarantee compounding at a high rate. Folks who bought into Nifty 50 in end-2007 and held till 2017 earned less than an FD CAGR of 7 per cent from the Nifty50.

Debt instruments, in contrast, offer greater certainty of compounding. This is why, while making debt allocations towards long-term goals such as children’s education, the purchase of property or retirement, you should pay close attention to whether your interest compounds, to create wealth.

Choice of instruments

Here are ways to ensure that your debt money compounds.

While investing in fixed deposits or non-convertible debentures, choose the cumulative option as your default. If you opt for income, the interest from the deposit can land in your bank account and get spent before you know it.

Prefer instruments with compounded interest even if their interest rate is slightly lower. Today, the seven-year Government of India’s Floating Rate Savings Bond offering a 7.15 per cent interest is one of the most attractive debt options in the market. But this bond has only a payout option and no cumulative option. So, if you’re looking for a debt instrument for your long-term goals, the Public Provident Fund with its tax-free interest, despite its 15-year tenure, is a better choice (unfortunately you can invest only ₹1.5 lakh of your annual savings in it).

If you choose a regular payout debt instrument owing to its safety or high returns, open a separate bank account for your interest receipts and make it a habit to reinvest the balances frequently. This will ensure that your interest receipts compound.

When seeking compounding, do it with sovereign-backed instruments or pedigreed AAA-rated issuers and not with lower-rated entities that offer higher rates. With cumulative options of NCDs, FDs or deposits, you’re allowing the borrower to hang on to your money until maturity. It is not worth risking your principal for higher compound interest.

The manner in which your returns are taxed also affects the rate of compounding. In the case of FDs or NCDs, interest on the cumulative option is added to your income every year and taxed. But with debt mutual funds, if held beyond three years, returns are taxed as long-term capital gains with indexation.

Compounding options

If you’re seeking compound interest, post office schemes offer you the best bet in terms of safety. But then, popular options such as the 5-year time deposits, Monthly Income Account and Senior Citizens Savings Scheme offer only interest payout options and no cumulative options. 5 year plus FDs with leading banks or highly rated NBFCs offer cumulative options, but unfriendly taxation takes a bite out of your returns.

For 3-5 years, accrual debt funds (categories such as corporate bond funds, PSU & Banking Funds and short-duration funds) and Fixed Maturity Plans are good choices. Funds that rely on duration gains (gilt funds, medium duration and dynamic bond funds) behave a little like equities and are less desirable for consistent compounding. For 5 to 7-year horizons, the post office National Savings Certificates and NCDs from top-quality NBFCs make for good choices.

For horizons stretching to 10 years and beyond, the Public Provident Fund, is a great compounding option. For retirement, your EPF account is a good choice. For most investors, the National Pension System flies under the radar as a long-term debt investment. Allocating high proportions of your annual NPS contributions to the C (corporate bond) and G (government bond) options can compound your debt money at a high rate. If you want to withdraw before you turn 60, use the same choices in the NPS Tier 2 account.

While many regular income options are available on tap, cumulative options such as high-quality NCDs, tax-free bonds and FMPs come up only once in a blue moon. Rarely do these issues coincide with an upcycle in interest rates. Therefore, always hold some portion of your long-term debt money in accrual debt funds and switch the money into such options when they do crop up.

Yes Bank executes its first trade borrowing transaction linked to SOFR

Private sector lender Yes Bank has executed its first Secured Overnight Financing Rate (SOFR) linked transaction.

SOFR is an identified replacement for USD LIBOR (London Inter-Bank Offered Rate), which is likely to be phased out at the end of 2021.

“The transaction was a trade borrowing availed from Wells Fargo Bank and will provide further impetus to the bank’s export finance business,” Yes Bank said in a statement, adding that it is part of its benchmark transition management plan and is the first step towards a smooth transition to the new Alternative Reference Rates (ARR).

“This is an on-balance sheet transaction and is an industry-first onshore foreign currency borrowing on the SOFR benchmark. The bank will take strides towards adopting the new standards in the global context and this borrowing will support the bank’s endeavour to transition and adopt the new ARR,” said Ashish Agarwal, Global Head, Wholesale Banking, Yes Bank.

Santanu Sengupta, Managing Director and Head, CIB – FIG, APAC South, Wells Fargo Bank further said, “As the global financial markets transition from LIBOR to ARR, we are delighted to partner with Yes Bank on their first SOFR benchmarked loan.”

PhonePe, Google Pay continue to be top UPI choices

PhonePe and Google Pay continued to be the top apps for Unified Payment Interface (UPI) in March this year with collectively nearly 87 per cent of the market share in terms of value of transactions and 79 per cent in terms of volume.

Data released by the National Payments Corporation of India revealed that PhonePe continued to lead the UPI payments space in March processing 1,19.95 crore transactions amounting to ₹2.31-lakh crore. This amounted to 43.91 per cent of the market share in terms of volume in March.

Meanwhile, Google Pay processed 95.7 crore UPI payments amounting to ₹ 2.01-lakh crore last month. This amounted to 35.03 per cent of the market share in terms of volume last month.

NPCI has recently come out with standard operating procedure for market share cap of third party application providers. It had in November last year announced that a 30 per cent volume cap for third party applications offering UPI, effective January 1, 2021. TPAPs which are exceeding the volume cap as on December 31, 2020, will have a period of two year period to comply with the provisions.

In a new record, UPI processed payments worth ₹ 5.04 lakh crore in March this year, totalling 273.16 crore transactions in terms of volume.

Paytm Payments Bank had 14.7 per cent of the market share in terms of volume with 40.11 crore transactions valued at ₹43,221.25 crore in March. Amazon Pay processed 5.23 crore transactions worth ₹4,457.47 crore while BHIM app process 2.44 crore transactions amounting to ₹7,653.21 crore.

Whatsapp payments registered just 5.8 lakh transactions totalling ₹38.17 crore. Amongst banks, Axis Bank, Yes Bank and ICICI Bank apps saw good traction for UPI payments.

Enable Covid-19 vaccination on “priority basis” for banking sector staff: Finmin

The Department of Financial Services (DFS) in the Finance Ministry has urged the Union Home and Health Ministries to enable Covid-19 vaccination on priority basis to bank, NPCI employees – who are on the “frontline and dealing with customers and critical infrastructure for seamless banking and payment system”.

This will go a long way in assuring them about the safety of themselves and their families and will boost their morale in continuing to provide their best services to their customers, the DFS said in a communication to the Home and Health Secretaries.

‘Priority groups’

Making a case for inclusion of banking sector staff in the “priority groups” for vaccination, the DFS has highlighted that the Parliamentary Standing Committee on Home Affairs on Management of Covid-19 pandemic had in their 229th report appreciated the efforts taken by the banking sector for providing uninterrupted banking facilities during the Covid-19 outbreak and the consequent lockdown.

The Committee had, therefore, placed on record the good work done by them and recognised them as Covid-19 warriors, the DFS has said. DFS has also now pointed out that many bank officials in their efforts to provide continuous service had lost their lives.

Reliance on digital banking services

Similarity, as people’s reliance on digital modes of payment increased, it was critical to ensure that electronic and digital payments channels were available seamlessly round the clock for a safe and secure customer experience. Here the NPCI staff played a critical role, the DFS has said.

DFS has said that bank employees had played a critical role over the past one year in ensuring that bank branches remain open and functional, and providing the complete suite of banking services to their customers.

This was despite issues on mobility of bank staff to their place of work and issues in adhering to social distancing norms and other precautions. “The effort of bank staff was even more important in view of the disbursal and withdrawal of benefits transferred by the government to beneficiaries under Pradhan Mantri Garib Kalyan Yojana,” the DFS has said.

India has so far covered over 9 crore citizens in its vaccination drive and has supplied over 64 million doses to over 84 countries, including 10 million doses as grant. Already Indian Banks Association, HDFC Bank and NPCI had written to the DFS seeking inclusion of bank employees in the priority list for vaccination.
